We have given the information concerning him considerable attention, (Evidence pp. 68, 93 + 87) and finding that they do not contain proof of his connection with the men who demanded money from certain shops in his name, and that the informants are very reluctant to come forward and give evidence in public, we are of opinion that this had better stand over until a policy has been formulated dealing with the whole Society or until the Police Authorities have collected conclusive evidence of sufficient value to render the chances of a conviction certain.
10. Without giving the names of witnesses, the result of our investigations may be summed up as follows:
Complaint is made that the Triad Society (a) protects criminals and interferes with the course of justice; (b) harasses Emigrants and returned Emigrants; (c) is largely joined by the criminal classes; (d) tyrannises over Chinese; (e) numbers among its members many who are servants of the Imperial and Colonial Governments; (f) acts in arrangement with members on the mainland of China for the receipt of money made by it for the release of persons kidnapped and detained on the mainland; (g) affects and controls detrimentally various trades and industries; (h) extorts blackmail from junks and cargo.
